Meet Rachel

A Driven Leader Passionate about People

Rachel Roller launched Laine Strategies in 2020 with a passion to drive positive impact in health, equity and wellbeing in our broader communities.  In doing so, she builds on a distinguished thirteen year career leading the government and community relations functions for one of the nation’s largest not-for-profit integrated health care systems. In this role, Rachel served as a member of the health system’s executive leadership team and as a valued counselor to the organization’s CEO, Board members and senior leaders in a diverse array of functions.  Prior to her health system leadership role, Rachel held several leadership positions, including as a chief of staff to several state officials for over a decade.   She maintains broad and deep relationships with elected officials and community leaders. 

 

A strong advocate for the needs of underserved populations, Rachel is committed to improving the health and wellbeing of all in our community. More than just a public policy expert, Rachel's real-world experience helps clients successfully develop and implement programs and solutions to meet organizational objectives. For example, she has developed and implemented comprehensive Medicaid reform strategies that have resulted in clinical and operational transformation, greater access and community collaboration such as a multi-million dollar community partnership program in Wisconsin entitled Better Together, an initiative entailing grants, public awareness and programmatic elements.  Her public service career included a wide array of meaningful education, housing, election, correctional and health care policy reforms.

Meaning

There is meaning in a name.  The word Laine means wave in several Baltic languages.  In addition to being the middle name for one of Rachel’s children, Laine signifies that often waves of change — positive and sustainable — begin as a small ripple of vision united with action and a legacy committed to helping others.
